So no handicap, and less Australians, but does that mean Australians are still eligible, or only some? I haven't actually caught up on any of the rules this year.

A maximum of 4 otherwise ineligible players are allowed on the squad in countries with 3 teams or less in the national league. But Aussies and '3rd country' players are all considered equally ineligible. Am not complaining at all about the rule, just that the decision to change the system that had been used for X years earlier came completely out of the blue.
