The Australian government is wary of issuing special "sporting" visas (Sport Visa subclass 421), especially to athletes from developing countries. There have been some cases of athletes overstaying their visas, applying for asylum or temporary residency or simply disappearing into the Australian community and never going home. 82 athletes overstayed their visas after the Sydney Olympics with 11 of them still not found, another 26 from the Melbourne Commonwealth games (mainly from developing countries). I'm not suggesting that anyone coming for the IC11 has this intention but the Government is just doing its job. If everyone has the correct paperwork and supporting evidence filled out and lodged in time then they should have no problems getting a visa.

Rog is correct on this one, I remember in the media there was a report that some members of the Sierra Leone commonwealth games team in Melbourne 2006 disappeared shortly before they were meant to go home.

It's also happened on a few occasions when people have shown up to an ulikely-sounding or obscure World Championships - google "Moldovan Underwater Hockey team" for one famous occasion.

99% of the time the sporting visas are legit, but the government have to be careful of the last 1%.

Presumably though, people are working on it right now, so the Timorese (and everyone else) will be all clear to come for the IC.
