I suspect only the inner sanctum of the GAA and AFL know the answer to that one.

However, going back a few decades when there was no AFL just the state leagues (VFL, SANFL, WAFL etc) the Australian side included players from across those leagues, so it wasn't limited to just the VFL.

My first thought would be that it has to be AFL players, but as you point out, the GAA select AFL players (albeit former GAA). But at the end of the day the series for Australia is about selecting a team from the AFL to win, not from Australia wide, and I doubt there'd be any interest in getting a soccer player. If the series was that important to the AFL they would ensure the players trained for more than a few days in preparation.

I actually don't think the goalie was the biggest issue anyway. The lack of any idea how to kick or control the round ball meant there were turnovers all up and down the ground, often unexpectedly, which put enormous pressure on the defence, who in turn had been trying to flood up the ground to use some AFL-style tactics that failed miserably. So several times an Irish player got out the back of the defence unmarked and no goalkeeper enjoys that. Expect a completely different approach to the next game, but at best I think Australia will just hope to square the series, no chance of a big enough win to overcome the deficit.
