In South Africa they pay a stipend (R500/month) to the Volunteer Coach/Trainers that work in the schools I believe funded initially by AFL Development funds but later with corporate sponsorship I believe.
Maybe they could investigate the possibility of doing something similar here and/or asking the AFL for grant whilst trying to secure corporate sponsorship. After all they are setting up 'player pathways' aren't they?

I believe that is/was the case in the RSA. Some people have managed grants from educational bodies as they have pitched the game as anti-obesity fitness. AussieX actually sells it's programs in a commercial environment.
Considering the benefit to both parties - football and school fitness there is potential to leverage great results out of modest sums. Perhaps people/clubs could receive modest compensation for their time and costs on a per school basis or similar. The beauty about the Valley Creek School Program is that they are teaching the teachers so the program can be self-sustaining with a little help. Imagine if the schools then took up the game as an inter-school sport.
